Multnomah County Commissioner District 2 candidates Sam Adams and Shannon Singleton will join us in-person to discuss their priorities and vision for winning this all-important board position. With only five board positions including the Chair, these elected positions singularly impact the county’s policies and spending on health and human services, homeless services, our jails and aspects of public safety.

About Sam Adams

Sam was born in Newport, Oregon to a teenage mother who dropped out of high school, and a father who was a commercial fisherman, who also struggled with alcoholism. With the help of subsidized public housing and food stamps, the family was able to get by, and his mom eventually graduated from college. 

His father’s addictions made living at home difficult, and he moved to Eugene at age 16. While going to high school, he paid rent by working as a dishwasher, busboy and cook at a local restaurant.

Growing up, Sam saw how effective government policies, like food stamps and subsidized student housing, could save lives. And he saw how ineffective policies could ruin lives. This upbringing is what created his passion for public service. 

In his 30+ years in public service, Sam has dedicated himself to passing policies that improve the lives of everyday people. He’s someone who delivers. He was Chief of Staff for the amazing Mayor Vera Katz, a city commissioner, a nonprofit leader and a mayoral staffer. He’s been executive director for the City Club of Portland and national director at the World Resources Institute.  

About Shannon Singleton

Shannon Singleton is a clinically trained social worker who holds both a Bachelor’s and Master’s Degree in Social Work. She moved to Portland in 2007 and has lived in District 2 for 10 years. She has provided direct services and was the chief executive of several housing/homelessness nonprofits including the first low barrier shelter in Portland and the largest street outreach agency in JOIN. She served as the Housing Policy Advisor and the Director of Equity and Racial Justice in the Office of Governor Kate Brown and was the Interim Director of the City of Portland/Multnomah County Joint Office of Homeless Services.

Shannon has served as a member of numerous boards and committees in the community focused on housing people with dignity and as an adjunct instructor in the PSU Graduate School of Social Work. Shannon currently works for a Black owned consulting firm in the Portland Area that specializes in Equity and Community Engagement.
